Regarding the Special Report, no.2)[/B], the Ministry of Foreign Affairs wishes to note the following.

With regard to the issue of possible disciplinary offences, the then leadership of the Ministry of Foreign Affairs decided not to proceed with a disciplinary investigation, given that this complaint had been previously investigated as part of the criminal investigation, which did not establish the commission of a criminal offence in this matter.

In addition, it is noted that on 08/08/23 the Ministry of Foreign Affairs requested an opinion from the Legal Service on additional aspects of the matter, including the recovery of the amount received by the Diplomat in question as a rent allowance, with the Legal Service responding in the negative on 24/11/23.

Considering that no new evidence had emerged to justify a disciplinary investigation, it was decided that there were no grounds to justify a departure from the previous decision in this regard.

However, to avoid any future misinterpretation and/or exploitation by anyone of the regulations of the Rent Allowance Scheme, the Ministry of Foreign Affairs has decided that it will, in consultation with the Ministry of Finance, undertake a study to amend the Scheme in order to fill any gap in the interpretation of the said Regulations.
