The Labour Inspection Department of the Ministry of Labour and Social Insurance informs the affected professionals and industrialists that, as of 24 August 2023, the new provision of point 74 of Annex XVII of the European Regulation no. 1907/2006 (REACH), according to which Diisocyanates shall not be used as substances in pure form, as constituents of other substances or in mixtures for industrial and professional use, unless:
a) the concentration of diisocyanates is less than 0,1 % by weight, or
b) employers or self-employed persons ensure that industrial or professional users have successfully attended training on the safe use of diisocyanates prior to their use. This training shall be carried out by an occupational safety and health expert qualified by relevant vocational training.
In addition, diisocyanate chemicals, or mixtures containing them, shall not be placed on the market unless:
[*]the concentration of diisocyanate compounds is less than 0,1 % by weight, or [*]the supplier ensures that the recipient receives the training referred to in point (b), and [*]they bear the following label: 'After 24 August 2023, adequate training is required before any industrial or professional use'.
Diisocyanates are used in many industrial sectors for the manufacture of various types of products, such as polyurethane and related products, binders, in coatings, for the manufacture of foam, in processes where aerosol foam (sprays) is used, etc. They are proven respiratory sensitisers. They are also considered responsible for causing occupational asthma in numbers estimated at more than 5,000 per year in Europe.
