The School of Magistrates, in cooperation with the Council of Europe, took part in a funded project to create "Standard Operating Procedures" (SOPs). This project is part of the framework to better prepare the staff of the Courts, and in particular the Registry Offices, in relation to the new Civil Procedure Rules and to better manage the work of the Registry Offices.
Subsequently, for the better preparation and understanding of the "Standard Operating Procedures", the Cyprus School of Magistrates, in cooperation with the Council of Europe, successfully organised two Training Programmes on the subject at the premises of the Supreme Court: "Design and Development of Standard Operating Procedures - Mapping the new Cypriot Civil Procedure Rules", which were attended by the Registrars of the Judicial Service. The first part of the programme was held on 17-18 October, with the second part concluding on the weekend of 28-29 November 2023.
The Trainers for the Seminar were Mr David Greensmith, OBE, Barrister, International Justice Sector Consultant, Mr Gordon Airy, Solicitor and former Senior Legal Manager His Majesty's Courts and Tribunals Service (HMCTS) and Mr Simon Vowles, former National Director Civil Cases, HMCTS and Mr Simon Vowles, former National Director Civil Cases, HMCTS. The project coordinator was Ms Rafaella Hadjikyriakou, Lawyer and Senior Project Officer/Legal Analyst at the Council of Europe.
The broad topic of the Training Programme included, among others, the basic concepts of "Standard Operating Procedures - SOPs", methodologies for developing a draft SOP, reviewing how the draft SOP works, how to identify the most useful SOP and, finally, ways of presenting the SOP to the staff of the Courts.
The second part of the Seminar focused on introducing participants to concepts such as LEAN Methodology and Process Mapping, while methods were presented regarding the supervision and training of staff in the use of SOPs, as well as creating a framework for continuous upgrading of existing SOPs. Participants had the opportunity to take part in interactive exercises to better understand the use of Standard Operating Procedures.
The Training Programme was funded by the "EEA and Norway Grants" fund.
