In relation to the Mayor of Pafos' false posts about the unacceptable and chaotic situation at Pafos Airport, the Audit Service notes the following:
1. Under the previous government, the Ministry of Finance (MoF), without being the contracting authority, marginalized the relevant Ministry of Transport, Communications and Works (MoTW), and with the Director General (DG) of MoFW as the head of the negotiating team, preliminarily adopted the unacceptable packetization positions of the managing company:
[A] [A] the company's explicit contractual obligation to expand the airports to increase their capacity (so-called Phase B),
an illegal extension of the concession agreement by 5.5 years (involving a direct award of services with gross revenues of €1.5 billion), and
[C] various mutual financial claims.
This packaging and the scandalous preliminary agreement that was made served the company and would have led, among other things, to enormous delays for Phase B since, due to the provision for a 5.5-year extension, the agreement was subject to approval by the European Commission, which, if granted, would have taken 1-2 years.
2. The current Ministers of Finance and Transport, with the approval of the President of the Republic who supported their efforts, have transferred responsibility for the project back to the YMCA.
The YMCA now takes the correct position that Phase B is already too late and should be taken forward as a priority, regardless of any other disputes between the parties. The illegal preliminary agreement for the 5.5 year extension is no longer on the table.
3. The Mayor's photos demonstrate the tragic situation in which the State has allowed the State to find itself with its unacceptable manipulations.
4. Accountability, which the Mayor mentions, should be a given. But again this runs up against the dual role of the Attorney General, who, on the one hand, as legal advisor was aware of the actions of the DG of the DOT and gave legal advice and guidance, and on the other hand, as public prosecutor, is called upon to assist in holding accountable those he advised.
