[PIO] Announcement by the Office of the Commissioner for Legislation on the submission of the Sixth Periodic Report of Cyprus under the Convention -

The Commissioner for Legislation sent to the Ministry of Foreign Affairs the final text of the Sixth Periodic Report of Cyprus under the Framework Convention for the Protection of National Minorities, for submission through the Permanent Representation in Strasbourg to the competent Secretariat of the Council of Europe, within the deadline of 1 February 2024.

This is a Framework Convention adopted in Strasbourg on 1 February 1995 under the auspices of the Council of Europe for the protection of National Minorities. This is an important milestone, as this Convention is the first legally binding multilateral instrument dedicated to the protection of national minorities in general. Cyprus has ratified the Convention by the Framework Convention for the Protection of National Minorities (Ratification) Law of 1995, Law 28(III)/95.

The Legislative Commissioner's Office has prepared this Report on the basis of data and information submitted by the Ministry of Interior, the Ministry responsible for National Minorities, the Ministry of Education, Sports and Youth, the Ministry responsible in relation to the European Charter for Regional or Minority Languages (a Report was submitted at the same time under the European Charter), as well as on the basis of data and information submitted by other relevant Ministries and Agencies and by representatives of religious groups.

In addition, the recommendations contained in the Fifth Opinion of the Consultative Committee for the Protection of National Minorities for Cyprus, dated 31 December 2004, were taken into account in the preparation of the Report. 7.11.2019 [FIFTH OPINION ON CYPRUS OF THE ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES, ACFC/OP/V(2019)002] and the Resolution of the Committee of Ministers of the Council of Europe, dated 7.11.2019. 13.1.2021 (Resolution CM/ResCMN(2021)3 on the implementation of the Framework Convention for the Protection of National Minorities by Cyprus). In a meeting of the Legislation Commissioner with these representatives, which preceded the submission of the Report, useful views on the content of the Report were exchanged and the representatives' standing positions and requests were discussed.

After the submission of the Report, a visit of Council of Europe experts to Cyprus will follow, usually six months after the submission of the Report, for the hearing/examination of the Report.

The Commissioner for Legislation expresses her thanks to the Ministry of Interior for its contribution and cooperation in the preparation of the Report as well as to all those who contributed with data and material for the completion of the Report. The Commissioner for Legislation expresses special thanks for the valuable contribution of the representatives of the religious groups of Armenians, Maronites and Latins, to whom the Report was communicated.
