(a) Conducting audits on leasing contracts T/k of properties granted for professional use.
Out of the number of 540 audits conducted from the month of August to 15/09/2023, 58 cases were found to be in demonstrable breach of contract terms, while a number of 69 lease contracts require further investigation in terms of their possession and use status. It is noted that the inspections of the Scales are continuing, with the aim of checking approximately 4,000 more lease contracts for any illegal leases or illegal change of use of the lease.
(b) Collection of arrears/accumulated debts from tenants to the T/C Property Fund.
The T/C Property Management Service, through the intensification of inspections of lease contracts and their financial management, has promoted a series of measures for the collection of arrears/accumulated debts from tenants to the T/C Property Fund. As a result of the efforts over the last six months, the Fund's revenues have increased by approximately €600,000, while the total arrears have decreased accordingly. Furthermore, a settlement was reached for the gradual payment of an additional €1.5 million and claims were registered for debts exceeding €600,000. Official and accurate results for the above will be available in the first ten days of October.
(c) Design and introduction of a new computerised system.
The design of the technical specifications of the new computerised system for the management of T/C Properties has been completed. The proposal of the Ministry of Interior received a positive response from the Deputy Ministry of Innovation and Development and the announcement of the relevant tender is expected within this year. The introduction of the new computerised system will put at the disposal of the Custodian, necessary and very important tools for the rationalisation of their management.
(d) Revision of the legislation governing the management and concession of TC properties.
It is recalled that the completion of the legislative technical examination by the Attorney General of the draft law on the revision of the management and criteria for the concession of T/C properties is pending. Upon completion of the legislative-technical control, the amending bills will be submitted to the Council of Ministers and subsequently to the Parliament.
(e) Restructuring, administrative and organizational changes in the T/C Property Service.
The Minister of Interior approved a number of administrative and organizational changes in the Administrative and Operational Model of the Management of T/C Property. The changes include reorganizing and strengthening the staffing of the T/C Property Management Service, as well as purchasing services from the private sector in areas such as cadastral work, auditing services, standardizing procedures and introducing mechanisms to control and monitor lease contracts, introducing defined performance levels and measuring the efficiency and quality of the work produced using performance indicators.
(f) Resolving complex and chronic problematic cases.
With instructions from the Minister of Interior, Action Plans have been prepared for various problematic cases in the management of TC properties, with the aim of resolving them. An example is the case of the Mackenzie Coast Land Plots, where the successful implementation of the Ministry of Interior's Action Plan will end the illegal and uncontrolled development and activity in the area, allow the payment of significant rents to the T/C Property Fund (approximately €1 million per year) and enhance the economic, business and tourism activity in the area.
The Ministry of Interior will continue to assess the progress of the implementation of the measures, taking additional actions where and when necessary, in order to achieve the objectives of a more rationalised management of the TC property.
