The Ministry of Foreign Affairs condemns in the strongest terms Azerbaijan's military operation on 19 and 20 September in Nagorno-Karabakh and the flagrant violation of the 9 November 2020 Ceasefire Agreement. As a result of Azerbaijan's aggression, tens of thousands of Armenians have been displaced from their ancestral homes, while the loss of human lives due to the unacceptable and unjustified use of force in violation of international law, including international humanitarian law, is enormous. Undoubtedly, these unilateral actions by Azerbaijan constitute acts of ethnic cleansing and should therefore be met with an appropriate and decisive response from the international community.

As a principled position, we support respect for the sovereignty and territorial integrity of all states, and call on Azerbaijan to refrain from any further hostilities, respecting its commitments to the territorial integrity of Armenia under the Almaty Declaration (1991).

Under the weight of continuous developments and rapid deterioration of the situation, the Ministry of Foreign Affairs continuously raises the issue of Azerbaijan's military aggression both within the EU framework and in other international fora. The Foreign Ministry reiterates its call for a comprehensive, sustained and inclusive dialogue to ensure the rights and security of the Armenians of Karabakh, as well as to achieve lasting peace and stability in the wider region.

Given the traditionally historic and strong Cyprus-Armenia ties, the Foreign Minister is in contact with his Armenian counterpart. It goes without saying that the Republic of Cyprus maintains open channels for the Armenian people. Within this framework, the Government of Cyprus is ready to provide immediate humanitarian assistance to the displaced Armenians of Karabakh who are fleeing their ancestral homes by the thousands. Therefore, ways of hosting a number of displaced Armenians in our country, should such a need arise, are being considered, among other things.
