[PIO] Announcement by the Ministry of Finance regarding allegations of understaffing of the Health Insurance Organisation

In relation to allegations that have seen the light of day about understaffing of the Health Insurance Organisation (HIO), the Ministry of Finance states the following:

From 2016 to 2022 the total number of HIO posts has increased by 158% (from 52 to 134). In addition, there are a total of 43 vacancies in OAS (i.e., 32% of the agency's total strength is vacant), of which 23 were created in the OAS Budget for 2021. It is noted that, all vacancies of the first appointment of the OAI (except 1 created on 12/2021) have already been exempted from the filling ban, i.e. they have been approved by the Ministry of Finance, the Cabinet of Ministers and the House of Representatives. The Ministry of Finance urges OAI to immediately fill the long-approved positions.

It is noted that, over time, the Ministry of Finance has supported the adequate staffing of OAI and would be willing to consider the creation of additional positions at OAI, after the filling of its vacant positions, so that any new needs become apparent, and after OAI makes the best possible use of its available staff, including the use of appropriate tools to carry out the necessary audits.

With regard to the issue of tax audits on medical staff operating within a GHC, it is reported that, as of February 2021, the Department of Taxation has requested that OAI submit data from OAI regarding compensation paid to medical staff operating within a GHC. Upon submission of this data, the Department of Taxation will be able to proceed with the newly mandated audits. We urge the OAS to respond to this request so that appropriate controls can be carried out by the Tax Department, with the ultimate aim of eliminating potential tax evasion to the maximum extent possible.

Finally, it is stated that the Ministry of Finance has arranged a meeting in February with the Board of Directors of the OAS to discuss all issues arising, for the benefit of the General Health System and patients.
