The Commissioner for Legislation sent to the Ministry of Foreign Affairs the Seventh Periodic Report of Cyprus under the European Charter for Regional or Minority Languages, for submission, through the Permanent Representation in Strasbourg, to the competent Secretariat of the Council of Europe, within the deadline of 1 February 2024. It is a Council of Europe Convention drawn up in 1992 and aimed at protecting and promoting the historical regional and minority languages of Europe.
The primary purpose of the European Charter for Regional or Minority Languages is cultural. It is designed to protect and promote regional or minority languages as an endangered element of Europe's cultural heritage. Cyprus has ratified the Charter by the European Charter for Regional or Minority Languages (Ratification) Law of 1993, Law 39(III)/93.
The Legislative Commissioner's Office has prepared this Report on the basis of data and information submitted by the Ministry of Education, Sports and Youth, the Ministry responsible for the Charter, from the Ministry of Interior, the Ministry responsible for National Minorities (a Report was submitted at the same time under the Framework Convention for the Protection of National Minorities), and on the basis of information provided by the Office of Missing and Trapped Persons Humanitarian Affairs on the Report in question. In addition, the content of the relevant information provided by the representatives of the Armenian and Maronite religious groups was taken into account, in accordance with the relevant Council of Europe Guidelines, MIN-LANG CM(2019)69 final, dated 15 June 2019. 2.5.2019..10.2021, the Recommendation of the Committee of Ministers on the implementation of the Charter for Regional or Minority Languages by Cyprus, Document CM/RecChL(2022)1 and the Evaluation Document of the Committee of Experts on the implementation of the Direct Action Recommendations contained in the Sixth Evaluation Report, MIN-LANG(2023)4, dated 16.3.2023.
The submission of the Report will be followed by a visit of Council of Europe experts to Cyprus, which usually takes place six months after the submission of the Report, for its hearing/examination.
