It is with great pleasure that I am here today, for this very familiar subject, representing the honorable Deputy Minister of Research, Innovation and Digital Policy and now a very good friend and colleague, Mr.
I would first like to convey the Deputy Minister's apologies for his absence today from such an important conference, as his presence at the Ministerial Meeting of the Council of the European Union's Research and Space Policy Council taking place this week in Brussels was essential.
He would, however, like to thank you for the opportunity you are giving us today to send our Ministry of State's message on the value of security within the digital space.
Undoubtedly the massive use of the internet in recent years due to the continuous digitalisation of services since the Coronavian era and onwards has made it more attractive and more susceptible to attacks.
Although we have witnessed cyber-attacks in the last decade, the rapid development of technology and broadband is changing the way and form of attack that a citizen, a business or even the state itself is likely to be attacked. The versatility of these attacks is interesting.
As we all know, there is no panacea for absolute cyber protection, as the causes vary each time. Analyses, however, have shown us that most of the time an attack in the digital space or a digital fraud is due to the human factor, which is as weak as ever.
Today we have the opportunity to emphasize how necessary it is for all European countries and of course for Cyprus, which is called upon, beyond basic issues, to face Turkish challenges, to create and establish cybersecurity of the state.
The cyber resilience of an organisation, service or system is judged on how it copes with, protects and recovers from cyber attacks.
Cyber resilience treats cyber threats as unavoidable and seeks to reduce risk, protect systems and enhance the ability to respond and recover.
This is particularly important today as cyber-attacks can have a serious impact on a state and by extension its citizens.
We are now provided with extraordinary capabilities, such as the use of artificial intelligence that with the right human guidance can be applied to cyber-protection systems and raise the bar even higher.
The State Department is optimistic since the integration of quantum computing into the use of artificial intelligence, and more broadly into new technologies, can now provide better protected systems from various threats.
Enhancing cybersecurity in a country is undoubtedly vital. It is our duty as a state and as competent bodies to provide the expected protection for all information systems, networks and of course the data of the country's citizens.
With this very criterion and following the recent attacks that have taken place, the serious crisis created by the attack on the land registry and the weaknesses that we have identified, for the first time since the establishment of the Deputy Ministry of Research, Innovation and Digital Policy, a series of actions have been implemented by our Deputy Ministry and the Digital Security Authority, in the context of an excellent cooperation, to ensure the protection of the country's critical infrastructures, with a view to expanding them more widely.
This is an integrated strategic action, which aims to keep all the critical infrastructures of the state secure, within reason. Our aim is to strengthen it and upgrade it, where necessary, to ensure that for years to come Cyprus can be protected from malicious attacks.
The Cyber Security Directorate and the Department of Information Technology Services of the Ministry of Research, Innovation and Digital Policy in collaboration with the Digital Security Authority is implementing important pillars of this strategic plan.
Re-aligning principles and creating a culture in the field of cybersecurity of the state and the private sector is a top priority for the State Department. We stress that the creation of a plan that will establish the security of the digital space and the protection of the critical infrastructure of Cyprus is our business, so we are working daily towards this goal.

In closing, we would like to offer our congratulations to the organizers of the 5th Conference on Digital Security, wishing them a productive discussion and a successful conference. Such initiatives, such as this one, strengthen the efforts of our Ministry of State for the creation of a culture and the exchange of new innovative ideas in the critical area of cybersecurity, such as the integration of artificial intelligence.
