Ukrainian President Volodymyr Zelensky said today, in a message on the Telegram network that he spoke with Belarusian leader Alexander Lukashenko after Kiev rejected talks in Minsk, accusing it of allowing Russian troops to pass through its territory.
Zelensky has so far given no further details about the phone call.
