The UN Security Council and the Secretary-General want an envoy for Cyprus to be appointed and there should be some consensus on the terms of his mandate, UN Secretary-General's Special Representative and head of UNFICYP, Colin Stewart, said.
Mr. Stewart, who was speaking on Tuesday after a meeting with Turkish Cypriot leader Ersin Tatar, also noted that it is important to build conditions that can create the space for an eventual settlement of the Cyprus problem.
The video of his remarks was posted by the United Nations in Cyprus on Twitter.
"I talked about the Security Council resolution, the concerns," he said. The SC, he added, "wants to see an envoy appointed and wants to see that there is some consensus as to what the terms of reference will be, which is of course what the SG wants."

[P STEWART, "PARTICULARLY WANTS TO SEE THAT UN AUTHORITY IN THE BUFFER ZONE OF THE ISLAND IS RESPECTED BY BOTH SIDES AND IS CONCERNED ABOUT THE POTENTIAL IMPACT IF VIOLATIONS IN THE BUFFER ZONE CONTINUE."The SC, he noted, "also encouraged strong measures to build inter-community contact, to build understanding, to build trade relations, to build peace education. Things that can help create the conditions for an eventual settlement."
As we know, the UN official said, "right now there is a lot of distance between the two sides on the question of whether there will even be talks on a solution, so it is important that we do everything we can at the same time to build the conditions that can create the space for an eventual settlement."

These, he added, "were the things that I discussed with the Council and the things that the Council was very supportive of and that are reflected in its resolution."
The UN, he explained, "is not proposing specific Confidence Building Measures, but just the main idea that we should look at measures that can have a positive impact on the lives of Cypriots, particularly things that have an economic impact, things that bring people together and help build understanding."
"Exactly what those measures will be, of course depends on the sides and we are here to facilitate them," he added.
He promised that he would continue to be in communication with both sides "and try to find opportunities to take forward any such ideas that can be helpful to both peoples, as well as on the issue of the SG envoy."
