The Plenum of the Parliament condemns with a resolution the Russian invasion of Ukraine
Condemns Russia's invasion of Ukraine and calls for an immediate ceasefire and withdrawal of Russian troops from the Ukrainian territories, in a plenary resolution.
The resolution details:
The House of Representatives,
- having regard to the UN Charter and the fundamental principles of international law, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the Council of Europe Convention for the Protection of Human Rights and Fundamental Freedoms,
- having regard to the Helsinki Final Act (1 August 1975),
- having regard to the Minsk Memorandum of 19 September 2014, the package of measures to implement the Minsk Agreements, adopted and signed in Minsk on 12 February 2015 and ratified in its entirety by UN Security Council Resolution 2202 (2015) of 17 February 2015,
- Whereas more than six years have passed since the adoption of the Minsk Agreements,
- Whereas there has been a systematic and escalating increase in the deployment of military assets in the region by all actors involved,
- having regard to the findings of the OSCE Parliamentary Assembly's on-site fact-finding visits to Eastern Ukraine which characterize the human rights situation in the region as dramatic,
- deploring the ongoing bloodshed, the loss of more than fourteen thousand people and one and a half million displaced persons since the beginning of the fighting in 2014, and being particularly concerned for the safety of the 100 thousand Greek expatriates of Mariupol,
Decides unanimously as follows:

- Condemns Russia's invasion of Ukraine and calls for an immediate ceasefire and withdrawal of Russian troops from Ukrainian territories.
- Supports the sovereignty, independence and territorial integrity of Ukraine within its internationally recognised borders and stands as a matter of principle for respect for international law, the independence, sovereignty and territorial integrity of all states.
- Underlines that the Russian Federation's action to recognise the Donetsk and Lugansk regions as sovereign and independent constitutes a violation of the principle of the territorial integrity of states, a withdrawal from the Minsk Agreements and stresses that respect for the independence and territorial integrity of states and non-interference in their internal affairs are a cornerstone of mandatory international law (jus cogens).
- Stresses that the ongoing and systematic violation of human rights in the regions concerned, wherever it originates, constitutes a material breach of the Minsk package of measures.
- Expresses its concern that the intense militarisation and geopolitical confrontation developing in the region poses risks to security and peace in Europe and internationally.
- Stresses the urgent need to return to dialogue within the framework of the Minsk Agreements, but also to take additional diplomatic initiatives that can lead to a de-escalation of tensions and a peaceful settlement of the crisis in Ukraine.
- Condemns Turkey's provocative and hypocritical attitude of "condemning" the illegal and unilateral declaration of independence of the breakaway territories of Donetsk and Luhansk by the Russian Federation, when Turkey itself has recognised the illegal declaration of the occupied territories of the Republic of Cyprus as a so-called independent state.
- Calls on the European Union to show consistency and, by extension, the same attitude towards the Russian Federation as it has shown towards Turkey for its continued 47-year occupation of 36.7% of the Republic of Cyprus and the promotion of illegal fait accompli aimed at expanding settlement in the enclosed area of Famagusta.
- Calls on the international community to abandon the policy of two measures and two stations and the discriminatory invocation of international law, which undermines international legitimacy and allows the so-called law of the strong to prevail. At the same time, calls on it to end its selective sensitivity to international problems and to take substantive action regarding the growing provocations of occupying Turkey against the Republic of Cyprus.
- [/LI] Affirms its readiness to assist, within the framework of parliamentary diplomacy, international efforts to return to negotiations with a view to restoring stability and establishing lasting peace and security in Ukraine and, by extension, on the European continent.
