The new Deputy Chief of Police Dimitris Demetriou officially takes office.

The Confirmation Ceremony was held at the Presidential Palace on Monday morning.


In his speech, the new Deputy Chief said that he is fully aware of the multi-layered and multi-dimensional challenges facing the Police.

He noted that he takes over as Deputy Commissioner at a time when the Police Force is at a pivotal point, on the path of complete reorganization, with processes at an advanced stage.

Among other things, he outlined the 4 pillars of the strategic planning of the Police, and assured that he would do his utmost to live up to the expectations and demands that today's society rightly has.

His speech itself:

"Your Excellency, President of the Republic of Cyprus,



Ladies and Gentlemen,

It is with a sense of profound responsibility that I assume the duties of Deputy Chief of Police, being fully aware of the multi-level and multi-dimensional challenges in matters relating to Public Order, Security and Policing, to which our country is today called upon to respond. I acknowledge and understand the burden that I am carrying today. At the same time, I understand the supreme responsibility that I am assuming towards our fellow citizens, but also towards society itself. It is for this reason that I assure you that I will do my utmost to live up to your expectations and the demands that today's society rightly has.

In a globalized environment, the Cyprus Police has a role to play that goes beyond the narrow boundaries of our country - which are also limited due to the ongoing Turkish occupation. International terrorism, illegal immigration, international economic and organised crime, multiply our responsibilities and the successful action of the Cyprus Police is a one-way street and a bet that cannot be lost.

Your Excellency,

I would like to begin by expressing my sincere thanks for the special honour of appointing me to the post of Deputy Chief of Police. Today marks a new page in my career to date on the force. I regard my appointment to this post as an obligation and duty to the citizens and I therefore take this opportunity to assure you that I will continue to serve the Police with full and absolute dedication, as I have done for the last 38 years of service to the Police Force.

I assume the office of Deputy Chief at a crucial point for the Cyprus Police, which could well be described as being of major importance. As is already known, the Cyprus Police, under the leadership of the Chief, is in the process of a complete reorganisation, with procedures at an advanced stage. As part of the reorganisation and modernisation of the Police, a modern policing and operational model will be designed and implemented in order to make it more functional and efficient. The outcome of this effort is to make the Cyprus Police a modern and flexible organisation, utilising all modern forms of policing. An organisation that will become fully efficient and effective and at the same time maintain a people-centred approach.

The Police is first and foremost an institution of legitimacy and this is what we serve, even if we are sometimes criticised for mistakes, omissions or failures.

These mistakes/omissions and these failures are dealt with by the leadership of the Police with a real sense of responsibility and justice.

Our mission is to safeguard the lives and property of citizens. Every day we are called upon to walk a tightrope as in the case of the Police "the end does not justify the means". Safeguarding and respecting human rights is not a contractual obligation. It is a duty kneaded into our DNA as our people have been victims of the violation of their rights since 1974.

At the forefront of this effort, the focus will be on the four main pillars of our strategic planning which are, the prevention and response to serious and organized crime, which is inextricably linked to drug trafficking and smuggling, terrorism and radicalization, improving the level of road safety in our country as well as the management of informal migration. The priority of the leadership is that our commitment and dedication "For a safer society and a safer environment" should not remain as a mere narrative, but should be translated into action.

Through the continuous adaptation of police practices, coupled with the modernization of legislation and in cooperation and full alignment with the Ministry of Justice and Public Order, as well as our political supervisor, we will work together, collectively, both with the Chief of Police, other Leadership, and all of our members. Our goal is to establish a climate of mutual trust and respect between the Police and the citizens, which will enable us to provide enhanced services to the citizens. We strive to realize our vision of instilling a sense of security among citizens, with particular emphasis on the protection of human rights.

Further, I will align myself with the leadership's stated position to work together for the progress and welfare of our members, based on meritocracy, transparency, and good governance.

In conclusion, I would like to once again express my sincere thanks for the honour of appointing me to the position of Deputy Commissioner of Police. Bearing in mind that safeguarding democracy and fostering a sense of security are the basic guarantees for the freedom of citizens, I assure you once again that I will work with prudence and a sense of responsibility so that the Police can accomplish its difficult mission. The ultimate goal is to ensure social cohesion, to create a regime of a high level of security and social peace, as well as to instil a sense of justice among citizens."
