The Plenary Session of the House of Representatives today voted in favour of the budgets of the Financial Council, the State Scholarship Foundation, the Cyprus Theatre Organisation and the Cyprus Land Development Organisation.
On the occasion, Speaker of the Parliament Anita Demetriou appealed for the timely submission of the pending budgets, stating that she will not accept the submission of any budget in the form of an emergency, at the expense of the required parliamentary scrutiny.
The budget of the Financial Council was approved with 26 votes in favour, 14 against and 3 abstentions.
The budget of the ICF was approved unanimously,
The budget of the ICF was approved unanimously, however, with positions taken by MPs regarding the criteria to be followed for the scholarships given.
DIKO MP Chrysanthos Savvidis called for socio-economic criteria to be introduced in the awarding of scholarships, while stressing the need for the creation of a single scholarship management body in which all scholarships available would be included.
AKEL MP Andreas Kavkalias
called for maintaining the good balance that exists at the institution in terms of socio-economic criteria and excellence, while expressing disappointment at the savings of €2 million in the Foundation's budget. from the institution in 2021 at the expense of students.
DIKO MP Panicos Leonidou[/B] called for the criteria of the ICF to be broadened and for excellence criteria to be set, so that students are motivated to learn and diligence.
DISY MP Kyriakos Hatzigiannis[/B] said that if the system needs to be improved they should discuss it, however, he said that flattening the work of the IKY only causes damage. He also called for excellence to be strengthened.
EPP MP Elias Mirianthous said that in a time of pandemic, sponsorship should be more generous and more studies in innovative sciences should be granted.
DIKO MP Zacharias Koulias called for the part on excellence and social criteria to be separated.
DIKO MP Chrysis Pantelidis said that it is not possible to disconnect excellence from social criteria, since a student without the appropriate financial means is less likely to achieve excellence.
The President of the Movement of Ecologists Haralambos Theopeptou said that scholarships should be given not only for universities but also for other studies such as colleges as well as special prizes. He also asked for help for students who are struggling to make ends meet and have to work at the same time.
The Budget of the THOC was approved with 49 votes in favour and 3 abstentions.
The Budget of the COAG was approved unanimously.
In a statement, EPP President Marinos Sizopoulos expressed his satisfaction that a number of the party's proposals for the organization have started to be implemented, such as the construction of houses and their allocation to vulnerable groups either with low rent or low purchase cost.
PPP-Cooperation MP Alekos Tryfonides welcomed the new policy of the organisation to secure housing for middle and low-income families with the low-rent scheme and the construction of 600 housing units in cooperation with the Limassol Municipality. He also proposed the creation of a single housing policy body to unify all existing housing plans.
Ecologist Movement MP Stavros Papadouris welcomed the upgrading of the role of the COAG in recent years and the improved housing practices as well as the upgrading of quality. At the same time, he said that after the economic crisis and its effects on housing "our demands are very high."
DIKO MP Panicos Leonidou noted the positive developments in the organisation, noting however that in many cases it has shown inertia and procrastination to allocate plots due to the conditions imposed.
AKEL MP Christos Christofides said that the state's essentially zero contribution does not help the development of programmes by the COAG. He also said the state could play a catalytic role in relation to controlling prices in rents and the property market.
DIKO MP Zacharias Koulias called on the demographically bankrupt state, through the organisation, to support young people in the form of a rental market.
Limassol MP Andreas Themistocleous said that if the avalanche of auctions is not stopped sooner or later, those who have houses will lose them and these organisations cannot replace them.
DISY MP Onoufrios Koulas
welcomed the recognition that there is a government that is listening to the opposition parties and said that on this issue only through cooperation can we move forward and give a better perspective.
