It is a condition of the SG's impartiality to keep an equal distance, says the "presidency" on the Guterres report What the "presidency" in the occupied territories says in a statement
It is condition of the UN Secretary General's impartiality to keep an equal distance says the "presidency" in the pseudo-territory on Antonio Guterres' good offices report, submitted to the Security Council on developments in the Cyprus problem from 19 June 2021 to 15 December 2021.
The "presidency" in the occupied territories issued a statement on the report stating that Ersin Tatar's primary goal is to find a viable solution to the Cyprus problem and that "the unjust and unsustainable status quo created by the occupation, by the Greek Cypriot side, of the partnership in 1963" as it provocatively states, has not made it possible to achieve a solution based on equality, it said. Therefore, the "presidency" says, the negotiations conducted since 1968 failed and finally collapsed in 2017.
Tatar added that meaningful negotiations can only begin and yield results based on "political equality" and "the pre-existing sovereign equality rights of the parties."
The statement added that the T/C side, without prejudice, has repeatedly stated that it is ready to negotiate a compromise that provides for institutional cooperation on the basis of sovereign equality and equal international status, it said.
The "presidency" also noted the SG's references to the work of the technical committees as the only channel for dialogue and steps taken to facilitate the lives of people in both communities. He also states that he supports their work without politicizing it.
He also refers to the point about the deeper inequality between the two economies that may further alienate the parties from each other. According to the "presidency" it is clear that one of the main reasons for this inequality "is the inhuman and antiquated isolation and restrictions on the Turkish Cypriot people, as mentioned in the relevant UN reports."
It also states that the TC side does not believe that the opening of Varosha is contrary to the relevant UN resolutions. Regarding the SG's remarks on natural resources, the "presidency" argues that the recipient of these calls is the Greek Cypriot side, which is responsible for the tension, it says, backed by Greece.
The "presidency" criticises the references to the Republic of Cyprus and the Government of Cyprus, stating that these institutions "are under the occupation of the Greek Cypriot side, do not represent the Turkish Cypriot people and the whole of Cyprus".
It also states that the Secretary-General did not include in his last two reports the fact that the peace process in Cyprus is ''sui generis'' and that Turkish Cypriots and Greek Cypriots have equal rights, which is included in his good offices report.
It describes the report as an "unfortunate step backwards" and not helpful "in providing the necessary equivalence for a sustainable reconciliation."
The "presidency" finally states that its more detailed views on the reports will be conveyed to the UN Secretary General and views on the decision to be taken by the Security Council will be communicated after its adoption.
