[CYPRUS TIMES] Fan violence: Temporary suspension of all fan clubs and branches in Greece

The government announced the temporary suspension of the operation of fan clubs nationwide until July 31 as part of the measures against fan violence.

As announced by Deputy Minister of Sports L. Avgenakis, the Minister of State for Sports announced that one fan club will now operate per amateur club, PAE and KAE.

The Ministry of Digital Governance is creating a digital platform, entitled "Digital Register of Fan Club Members", which will be updated every summer, under the responsibility of the Clubs' managers. Certified users of the Register are: the legal representatives of the Supporters' Clubs and those responsible for the operation of their Branches and the legal representatives of sports clubs, Departments of Amateur Athletes or Incorporated Sports Companies, who have given their consent to the recognition of the Club.

"For this reason, within the week and before the provisions are passed in Parliament, we are planning further consultation with all stakeholders and the sports family. Our intention is to involve representatives from the whole spectrum of political, sporting, fan and academic life," Avgenakis said.

Increased penalties and fines

The Justice Ministry is proposing a package of proposals that complement the existing legal framework and close all possible windows for fan violence and provide for the most severe and exemplary punishment for perpetrators, according to the minister in charge, Costas Tsiaras.

In particular, the proposed regulations: The penalties under Article 41F of the Sports Law are increased (possession of dangerous objects, assaults, threats, entering the playing fields in order to disrupt a sports event, racist manifestations, public incitement to offences of sports violence, etc.)

The above offences, where currently a prison sentence of up to 2 years is provided for, will be subject to a prison sentence of 6 months to 5 years.

Similarly, where currently a prison sentence of up to 1 year is provided for, a prison sentence of 3 months to 5 years will be provided for.

In serious cases of dangerous offenders, where currently a prison sentence of up to 3 years is provided for, a prison sentence of 2 to 5 years will be provided for.

For the offence of public incitement to fan hate crimes, in addition to a sentence of between 6 months and 5 years, a fine will be mandatory.

-A special criminal offence is introduced for those who, during sports matches, have their facial features covered in order to prevent their detection and recording by image recording devices.

More specifically:

The possibility of exceptional suspension of the sentence is abolished, which must be served immediately.

The regulation of the absolute prohibition of suspension and its immediate execution is extended in cases of conviction of a defendant for the offence of operating a club without a licence or after a breach of its sealing, or in cases of violation of an ancillary penalty of a ban on attending matches and appearing at the AT or of restrictive conditions imposed under a prosecutor's order or a court decision.

-Cases of fan violence are heard on a priority basis and the mandatory imposition of restrictive conditions is established in case of postponement of the hearing.

3) We are implementing a training program for police personnel based on European standards for the prevention and treatment of juvenile delinquency, because minors are usually the victims of hooligan conversion. We have specialised teams with the participation of psychologists so that we can approach young people in the right way. In the same context, we are proceeding with training exchanges with officers from other countries, especially Great Britain.

4) We are upgrading the permanent supervision of measures to deal with fan violence with the daily involvement of a senior officer of the Hellenic Police Headquarters and in particular the Deputy Chief of the Hellenic Police Headquarters.
