The discussion was attended by Tasoula Ieronymidou (Director General of Parliament),Aleksejs Dimitrovs (Legal Advisor on Committees: Civil Liberties, Justice and Home Affairs for GREENS/EFA),Paco (Martino) Ruzzante (Co-founder and CEO at Arbury Road),Stefanos Loukopoulos (Director and Co-founder of Vouliwatch), and Nicolas Siakallis (Board Member of the Cyprus Integrity Forum).
A press release from Oxygono states that Mr. Dimitrovs opened the discussion by talking about the European Parliament and the general obligation that European institutions have to increase the transparency of their work.
He said it is possible for individuals or groups to attend the meetings of parliamentary committees upon approval of a request. Also, since 2004, recordings of meetings have been posted on the European Parliament's website, where they are also shown live. At the same time, there is an open online archive where copies of relevant files, documents and minutes can be found.
He also referred to the situation in Latvia.
In his intervention, Mr Ruzzante stressed the need for citizens to start thinking at the European level and not only at the national level. He added that European institutions should become even more accessible and provide information about their work in a less technical format to make it more understandable to citizens. Υπογράμμισε ότι το Brexit ήταν ένα παράδειγμα της αποτυχίας των Ευρωπαϊκών θεσμών να επικοινωνήσουν το έργο τους στην πλειοψηφία των Ευρωπαίων πολιτών.
Ακολούθως τον λόγο πήρε η Γενική Διευθύντρια της Βουλής,Τασούλα Ιερωνυμίδου, η οποία διευκρίνισε ότι οι συνεδριάσεις των επιτροπών της Κυπριακής Βουλής είναι από κανονιστικής πλευράς δημόσιες και θα μπορούσαν να αναμεταδοθούν εάν υπήρχε η τεχνική υποστήριξη. Πρόσθεσε ότι κάθε πολίτης έχει το δικαίωμα να αιτηθεί γραπτώς ώστε να παρευρεθεί σε συνεδρίαση επιτροπής και να λάβει μέρος στην συζήτηση, δεδομένου ότι σχετίζεται με το αντικείμενο με εξαίρεση κάποιες επιτροπές.
Στη βάση αυτού του κανονισμού έγιναν και κάποιες προσπάθειες για την διεξαγωγή ενός υβριδικού μοντέλου συνεδριάσεων με την χρήση σχετικής πλατφόρμας.
Η κα. Ιερωνυμίδου πρόσθεσε πως η Βουλή είναι ανοικτή σε εισηγήσεις για τροποποίηση του κανονισμού εφόσον υπάρχει ώριμο κλίμα και ότι αυτό είναι κάτι που επιδιώκεται από την πλειοψηφία των μελών της Βουλής. She expressed confidence that at this stage the regulation is satisfactory adding that more widespread democracies have similar or even stricter regulations.
The co-founder of Vouliwatch, Mr Loukopoulos said that Parliament is the main oversight body representing the interests and democratic rights of citizens. For this very reason, he said, parliaments should be examples of transparency and accountability and should provide citizens with free and unfettered access to the information they produce, thus giving citizens the right to monitor and evaluate their work.
Nicolas Siakallis agreed that the publication of minutes and live-streaming of meetings enhances transparency in institutions. He added that institutions and agencies need to gain the trust of citizens and this can happen with unhindered access to all data. Κλείνοντας ανέφερε πως η αύξηση της διαφάνειας στις κοινοβουλευτικές επιτροπές είναι απαραίτητο μέτρο ώστε οι πολίτες να μπορούν να αξιολογήσουν τους εκλεγμένους αντιπρόσωπους τους και το κατά πόσο είναι ικανοποιημένοι με το έργο τους.
