A Declaration on Children in Ukraine was signed today in Paris by the Ministers of the European Union, condemning Russia's unprovoked and unjustified military attack on Ukraine. On behalf of the Republic of Cyprus, the Declaration was signed by the Deputy Minister of Social Welfare, Anastasia Anthoussi.
According to a statement by the Deputy Ministry, "the European Ministers stressed the need to ensure the protection of civilian civilians, including children, by prioritising compliance with UN Conventions and Resolutions, with emphasis on the Convention on the Rights of the Child".
They also noted that "children in Ukraine face the fear and loss of life caused by the war conflict, and are deprived of their basic rights to adequate housing, health care, education, food and security."
Under the Declaration, Member States commit to provide immediate and concrete assistance to children and their families, with particular attention to unaccompanied minors, who are among the affected populations on the territory of Ukraine or in its neighbouring states.
The Declaration also takes into account the long-term consequences of the war situation for children.
To address these consequences, the development of measures and mechanisms will be initiated to ensure, with adequate funding, that children have access to their basic and fundamental rights, such as education, access to health care, psychological care services, and in general to any other services deemed supportive for children, the statement said.

Finally, as the Declaration states, "the mobilisation of international organisations and civil society is a key factor in helping children experiencing the tragic consequences of war".
