Carlos Alvarado's decision was rather unexpected, as he had expressed support for the bill in the past

Costa Rican President Carlos Alvarado, vetoed yesterday (Thursday) the draft law that would decriminalize the use of cannabis for therapeutic purposes, citing the need to protect public health and national security, demanding that changes be made to the text approved by Congress before signing it.

Congress approved a draft bill to legalize the cultivation, production, industrial processing and commercial sale of cannabis for therapeutic purposes - after three years of debate - earlier this month.

Mr. Alvarado's decision was rather unexpected: he had expressed support for the draft law in the past.

Internationally, some 20 countries have approved the production and commercialization of cannabis, including several in Latin America (Argentina, Chile, Panama, Mexico, Colombia).
