Cabinet decision on changes to safepass and checks via CovScan takes effect today.
Specifically, as of today December 18, persons for whom the 7 months period has elapsed from the second dose of vaccination for the two-dose vaccine and the one dose for the single-dose vaccine, for SafePass purposes must undergo a 72-hour PCR laboratory test or a 48-hour rapid antigen detection test for persons 18 years of age and older.
- The Rapid test will be provided free of charge through Department of Health sampling sites.
- Persons holding a certificate of Covid-19 infection are exempt, provided that the 6-month period has not elapsed.

- 0-5 ετών δεν υπάρχει οποιοσδήποτε περιορισμός.
- 6-11 ετών απαιτείται αρνητική εργαστηριακή εξέταση σε εβδομαδιαία βάση (εξαιρούνται παιδιά 6 ετών που φοιτούν στην προδημοτική εκπαίδευση).
- 12-17 ετών απαιτείται αρνητική εργαστηριακή εξέταση διάρκειας 72 ωρών (PCR ή τεστ ταχείας ανίχνευσης αντιγόνου rapid test).
Διευκρινίσεις για Θέατρα, αμφιθέατρα, κινηματογράφους, αίθουσες θεαμάτων
Η λειτουργία θεάτρων, αμφιθεάτρων, κινηματογράφων και αιθουσών θεαμάτων διέπεται υπό τους ακόλουθους όρους:
(a) with a maximum of 300 persons indoors or 350 persons outdoors, subject to the separation measures specified in the sanitary protocols and subject to the following:
- by showing either a valid certificate of completed vaccination for COVID-19 disease or a valid certificate of recovery from COVID-19 disease; or
- showing, for persons aged 6 to 11 years, a negative PCR laboratory test or rapid antigen detection test for COVID-19 disease, with sampling having been carried out within 7 days; or
- on presentation, for persons who cannot be vaccinated due to a medical condition, of a medical certificate issued by the Ministry of Health and a negative PCR laboratory test for COVID-19 disease or a rapid antigen detection test with sampling having been carried out within 7 days,
- or on presentation, for persons who have been vaccinated with at least one dose of vaccine for COVID-19 disease, of a certificate of vaccination and a negative PCR laboratory test with sampling carried out within 72 hours, or a rapid antigen detection test with sampling carried out within 48 hours for persons aged 18 years and over and within 72 hours for persons under 18 years of age:
It is provided that, for persons less than 6 years of age, demonstration of a negative PCR laboratory test or rapid antigen detection test for COVID-19 disease is not required; or
.(b) at 75% occupancy of the capacity of the premises provided that all persons display either a current certificate of completed vaccination for COVID-19 disease, or a current certificate of recovery from COVID-19 disease:
Provided that, and provided the total maximum number of persons is not exceeded, persons under 6 years of age, persons 6 to 11 years of age who demonstrate a negative laboratory test (PCR) or rapid antigen detection test for COVID-19 disease shall be excluded, with sampling having been carried out within 7 days, persons aged 12 to 18 years who have received at least one dose of the vaccine show a negative PCR or rapid antigen detection test for COVID-19 disease, with sampling having been carried out within 72 hours, and persons unable to be vaccinated due to a medical condition who present a medical certificate issued by the Ministry of Health and a negative laboratory test (PCR) or rapid antigen detection test for COVID-19 disease, with sampling having been carried out within 7 days.
New changes to CovScan testing
Testing through the app, which is done by scanning the QR code on the certificate, will show the following validity results as of December 18:
- Green: The certificate is valid and means that the holder has completed his/her vaccination regimen or has recovered from COVID-19 and in any case has not expired.
- Blue: The certificate is valid and means that the holder has undergone a PCR laboratory test with a negative result within the timeframes set out in the Decree.
- Yellow/Orange: The certificate is valid and means that the holder has undergone a rapid test with a negative result within the time limits laid down in the Order.
- Purple: The vaccination certificate is only valid with the additional presentation of a negative PCR or rapid test result within the timeframes applicable in the Decree, which must also be presented in EUDCC format and subject to verification via the CovScan Cyprus application.
- Red: The certificate is not valid.
The "purple" colour result corresponds to the following cases, for which, according to the Ordinances, an additional presentation of a negative PCR laboratory test result is required with the sampling having been performed within the timeframes applicable in the Ordinance:
- Presentation of a single-dose vaccination certificate for a two-dose vaccine and a vaccination date not exceeding 35 days,
- Presentation of a single-dose vaccination certificate for a single-dose vaccine if 14 days have not elapsed since vaccination
- Presentation of a single-dose vaccination certificate for a single-dose vaccine or two-dose certificate for a two-dose vaccine if more than seven (7) months have elapsed since the last dose.
Citizens who have received an additional booster dose after completing their vaccination cycle (e.g. 3rd dose) can issue their European Digital Certificate related to that dose via the https:/www.eudcc.gov.cy/ platform. European Digital Certificate related to the booster dose is scanned by CovScan Cyprus in green (valid).
The EUDCC can be presented in digital form on a mobile phone (smartphone) or in printed form, provided that the QR code appears on it.
Reminder that the following are excluded from the mandatory check via the CovScan Cyprus application:
- People aged 65 years and over,
- Persons aged 14 years and under,
- Turkish Cypriot citizens who have been vaccinated in areas of the Republic of Cyprus where the Government does not exercise effective control,
- Tourists (i.e. persons not permanently resident in the Republic and legally entering the Republic) who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland; and
- Permanent/legal residents of Cyprus who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland.
- Persons who are demonstrably and following a decision of a Medical Board not recommended to be vaccinated, and who must show the special card issued by the Ministry of Health and simultaneously a Rapid laboratory test or PCR test on a weekly basis with a negative result.
