With an amendment on behalf of DISY and the EPP, the bill for the establishment and operation of an Independent Authority against Corruption will be submitted to the plenary tomorrow.
As the Chairman of the Parliamentary Committee on Legal Affairs, DISY MP Nikos Tornaritis, said after the end of the Parliamentary Committee on Legal Affairs, according to the amendment, the advisory council will submit a list of fifteen personalities to the Council of Ministers for appointment to the Independent Authority against Corruption, will previously attend a closed session of the Legal Affairs Committee[/B] of the Parliament, which will be informed and with which will discuss the persons[/B] it has come up with. Subsequently, he said, the Parliament will send the list to the Council of Ministers, which will proceed to appoint the five persons who will constitute the Authority.
Asked whether if this amendment is passed the bill can be deemed unconstitutional for violating the principle of separation of powers, he said that any amendment can be deemed unconstitutional, but the President himself had stated in a meeting at the Presidential Palace that he is ready to respect any decision of the House of Representatives and will not refer back any legislation.
At the same time, he said that another important development that has taken place is that the President of the Advisory Council will always be an outgoing judge of the Supreme Court, who will be appointed by the Supreme Court.
"We are presenting before the plenary of the House of Representatives a truly, first and foremost, Independent Authority against Corruption, which no one, but no one, can challenge," he said.
He added that an advisory council of personalities beyond and away from political parties or any Government is being created, which will submit a list of personalities to Parliament and Parliament will send that list to the Government.
He added that the Authority beyond the educational, investigative, evaluative nature of its action will have investigative powers that will be comprehensive and to the absolute extent.
At the same time, he said that the term of both the advisory council and the Authority will be six years to cover two presidential terms, and said that the advisory council will consist of the President who will be an outgoing judge of the Supreme Court and members will include the President of the Academy of Arts and Letters, the President of the Cyprus Bar Association, the President of the Cyprus Association of Certified Public Accountants and the Rector of the Assembly of Rectors.
AKEL MP, Andreas Pasiourtides,[/B] said that as far as the amendment on the Anti-Dispute Authority is concerned, at first sight it seems to serve and entertain the party's concerns. However, he said that the final decision will be given before the plenary session of the Parliament tomorrow.
