The Union of Communities welcomes the passage of the local government bills "despite all its concerns and misgivings".
The statement said that with the passage of the new legal framework, 63 communities are being transformed into municipal wards of municipalities , "despite the dissent expressed by their community councils and without prior necessary studies or after consultation with the affected local authorities".
It also notes that the new legal framework for municipalities does not provide the necessary administrative autonomy, nor does it determine the amount of financial resources that the State will make available to municipalities.
