In the context of promoting policies for rational waste management in the Armed Forces, the Environment and Energy Sector of the Technical Services Directorate of the Ministry of Defence (MoD) co-organized with the Environment Department of the Ministry of Agriculture, Rural Development and Environment, in cooperation with the War Material Directorate of the General Staff of the National Guard (GNEF), in the presence of representatives of the two Ministries and scholars. This workshop is a continuation of the 1st Training Forum, which was organized in the framework of the "LIFE IP CYzero WASTE" Project, held on 13 May 2024. Andreas Louka welcomed the attendees and stressed the serious effort made by the Ministry of Defence and the National Guard (GNF) in the need to preserve and upgrade the environment, as well as the rational management of waste in the GNF Camps.
Through the Environmental Policy (EP) of the Ministry of Defence, the Armed Forces are transforming and adapting to the new conditions created by the rapidly changing international environment, which requires the protection and conservation of natural resources and ecosystems, the rational management of various waste streams, the implementation of measures to reduce waste production in military installations, sustainable consumption measures (reduction of overconsumption, selection of environmentally friendly products) and measures to prevent the creation of waste in military facilities. The implementation of environmental management systems offers multiple benefits for the environment and for the awareness/education of soldiers. Currently, six National Guard camps are implementing Environmental Management Systems with the gradual conversion of the camps into "Green Camps".
The Department of Environment, representing the General Directorate of Environment, welcomed the workshop, which aimed, on the one hand, to strengthen knowledge on the rational management of municipal solid waste in military installations of the Ministry of Defence and, on the other hand, to strengthen policies, actions and projects concerning (a) the separate collection of municipal waste to increase recycling and reuse rates, improve the quality of recycling due to the purity of the materials collected and
In this context, from 2021, the implementation of actions and projects through the "LIFE 2021-2027" Programme, the Cohesion Policy Programme "LIFE 2021-2027", the Recovery and Resilience Mechanism 2021-2026, the Rural Development Programme 2023-2027 and the Norway Facility 2024-2020, a series of financial programmes to promote separate collection, reuse and recycling and rational management of municipal solid waste, started in 2021. The total estimated value of the projects is €90 million, with a time horizon of 2029. These projects contribute to the implementation of the measures and actions of the Municipal Waste Management Plan 2022-2028, the Municipal Waste Prevention Programme 2024-2030, as well as the National Action Plan for the Circular Economy, implemented by the Ministry of Energy, Trade and Industry.
At the same time, it was noted that the Department of Environment is already implementing actions in camps, such as the development and implementation of the Environmental Management System according to the European Regulation EMAS (Eco Management and Audit Scheme) in six National Guard camps, which will continue in another 20 camps.
During the meeting, the information/education action of a series of future cooperation actions of the two Ministries was welcomed, with a view to the rational management of municipal solid waste, in particular its prevention, reduction, reuse, recycling and composting.
