In the framework of the Third Part of the 2024 Session of the Parliamentary Assembly of the Council of Europe (PACE), the member of the Cypriot delegation, Mr. George Loucaides, Rapporteur on behalf of the Committee on Political Affairs and Democracy on the issue of reconciliation and reparation procedures as effective ways of addressing conflicts and building a common and peaceful future, presented at today's meeting of the Committee, his draft Opinion and a number of amendments to the report of the British Rapporteur on the issue, Lord Keen.
Mr Loucaides welcomed, among other things, Lord Keen's attempt, through his contribution, to give more authority, scope and visibility to the role that the Council of Europe can play in resolving chronic/ frozen conflicts or in cases of prolonged political deadlock between member states of the organisation. At the same time, he stressed, his Opinion and the relevant amendments contained in it are intended to clarify that the establishment and activation of the mediation mechanism proposed in the Keen Report should be accepted by all parties concerned and should not replace and duplicate existing dispute settlement mechanisms and procedures. Nor, added the Cypriot MEP, should the inalienable right of Member States to refer to the European Court of Human Rights for this purpose be affected in any way.
