During the MED9 Ministerial Meeting on the Digital Economy that took place yesterday, 20 September 2023 in Malta, the Minister of State for Research, Innovation and Digital Policy, Mr. The Joint Statement on Artificial Intelligence, in which MED9 recognises the transformative potential of AI in shaping the digital future.

The Minister of State's intervention at the Ministerial Session reads as follows:

"Harnessing digital technologies and optimising innovation capacity is vital to support growth that will lead to greener, more inclusive, sustainable economies and more resilient societies.

Advanced digital technologies have already generated significant benefits, in particular in the form of increased efficiency, accuracy, timeliness and convenience across a wide range of public services.

Cyprus has set clear targets and milestones in its digital transformation in line with EU priorities. We are determined to achieve a double green and digital transformation by accelerating the deployment of advanced technologies such as 5G, fibre optics, high performance computing, the Internet of Things, Artificial Intelligence (AI) and blockchain technology.

AI, in particular, is poised to unleash the next wave of digital transformation. It can help our businesses become more innovative, more agile and more adaptive than ever before. These are essential features in an ever-changing global environment.

At the national level, in 2020, the Cypriot Government adopted its National AI Strategy, which is being implemented by my Ministry, the Ministry of Research, Innovation and Digital Policy. It has a timeframe for implementation until 2026 and is based on four main pillars:

(i) maximising investment through partnerships,

(ii) creating national data spaces,

(iii) promoting talent and lifelong learning, and

(iv) developing an ethical and trustworthy AI.

Our national strategy includes the implementation of AI solutions in the public sector, such as AI chatbots, and we are also looking at AI for adaptive learning in education, AI for predictive and crisis management, and the impact of AI on production development models.

On the European front, the EU AI Regulation, a legislative proposal in its final stage before adoption, is set to become the world's first comprehensive legal framework for AI. It has attracted international attention and may set a global standard based on European values.

However, AI presents not only opportunities but also significant challenges. We must therefore ensure that human rights, democracy and the rule of law are protected in a constantly evolving digital environment.

It is therefore important to ensure that not only AI, but also the general digital transformation in general, is human-centred and protects the rights and fundamental freedoms of our citizens.

We call for more cooperation between MED9 states in order to address the challenges and opportunities in the digital world. We need to collaborate and share our experiences and practices to address concerns and challenges related to the use of advanced digital technologies, including artificial intelligence."
