Once again, I am forced to come back and inform the Minister of Finance that no bill is subject to pre-consultation with Parliament. This is a highly institutional matter.
As Speaker of Parliament, I have to safeguard the institutions and the Constitution and therefore not accept informal arrangements that may violate the separation of powers.
At the meeting of the leaders and representatives of the parties it was UNANIMOUSLY decided not to accept the receipt of draft bills from the Parliament.
As an alternative, it was suggested that the parties be consulted on the initiative of the Ministry, a practice that is usual and appropriate.
It is in this way that everyone, I believe, desires and will contribute to the resolution of this challenging issue, which is the main issue in this case. We all need to act institutionally in the appropriate context as befits the institutions we serve.
