The Ministry of Energy, Trade and Industry (MoEIC) announces that the "Save Energy - Upgrade Homes (2024)" project, with a total budget of €30 million, which aims to upgrade the energy efficiency of existing homes, is scheduled to be launched in September.
The Project will be implemented under Measure C6.1I3 of the Cyprus Recovery and Resilience Plan (RSP) and will be funded by the European Union (EU) Recovery and Resilience Mechanism (RRM), the central instrument of NextGenerationEU and the temporary instrument to finance the EU's recovery and exit from the crisis caused by the COVID pandemic19. In particular, this measure has been included in the DCS through the new REPowerEU chapter and will be funded from the relevant additional allocation received by Cyprus in 2023 to address also the most recent energy crisis.
The Scheme will cover investments in thermal insulation of the building envelope of dwellings, replacement of windows, installation of shading systems, solar water heating systems, stand-alone air conditioners and heating/cooling systems with high efficiency heat pumps, as well as the installation of net-billing photovoltaic systems, installation of energy storage batteries and costs of services provided by a qualified expert.
Any natural person who will carry out energy upgrading work on their existing home, provided that it is not used by anyone for economic activity, will be eligible to apply. Each natural person will be entitled to submit only one application under the call and the maximum amount of grant per dwelling may be up to €32,000, depending on the type of investment.
Dwellings must meet the following conditions. [*]The first connection of the dwelling to the network must have been made before 1 January 2008 (or the application for planning/building permission must have been submitted before 21/12/2007). [/LIST]
Before submitting an application, during the period to be announced by the Ministry of Energy, interested parties must, among other things, obtain an Energy Performance Certificate (EPC) for their dwelling, issued by Qualified Experts registered in the relevant register of the Energy Service (Register of Qualified Experts).
In order to be granted a grant, a primary energy saving rate of at least 60% must be ensured. This percentage is calculated by comparing the existing EPC with the final EPC, which will be issued after completion of the investments.
The existing EPC of each dwelling for which an application will be submitted must have been issued after 1/7/2024 (inclusive). Therefore, the Plan will be retroactive to 1/7/2024 and all investments made after the original PEA of the dwelling is issued will be eligible.
The detailed Implementation Guide for the Plan, which will provide all details, including the eligibility criteria and the amount of the grant corresponding to each expenditure/each type of investment, will be posted at website of the Department of Industry and Technology immediately after the issue of the call for proposals, which will also specify the application period.
The implementation of eligible expenditure prior to the publication of the detailed Implementation Guide of the Plan is possible, but this will be at the sole responsibility of each interested party and will not bind the final decision of the Ministry of Industry and Technology regarding the approval or not of the application for funding through the Plan.
In addition, those who choose to implement expenditure before the publication of the detailed Implementation Guide should keep in their possession all the necessary supporting documents (invoices, photographs, etc.) confirming the time of implementation and the type of investments made.
