In the framework of the wider policy of the Deputy Ministry of Shipping for the expansion of Cyprus' bilateral foreign relations with a view to mutually beneficial cooperation in the field of shipping, A Memorandum of Understanding was signed this morning in Limassol between the Deputy Minister of Shipping to the President Mrs. Marina Hadjimanoli and the Minister of Transport and Maritime Affairs of Montenegro Mr. Filip Radulovic, on the mutual recognition of the certificates of competency of officers of merchant ships issued by the competent authorities of Cyprus and Montenegro.

The signing of the Memorandum was preceded by a bilateral meeting of an informal nature between the Deputy Minister of Shipping and her counterpart, during which, in addition to the issues reflected in the Memorandum, issues of common interest between the two countries were discussed.

It is noted that the signing of this Memorandum is for the benefit of Cypriot merchant shipping, as it gives the option to the users of the Cypriot flag to staff their ships with masters and officers of merchant ships from Montenegro and vice versa, especially today when there is a serious problem of shortage of seafarers in the above mentioned specialties.

The Memorandum of Cooperation confirms the mutual will of both the Deputy Ministry of Shipping and the Ministry of Transport and Maritime Affairs of Montenegro, as well as of the two Governments to further strengthen the cooperation between them, while defining the framework of this cooperation at bilateral level, as well as in the context of their joint participation in international organisations, such as the International Maritime Organisation.

In her statements after the signing ceremony, Mrs. Hadjimanoli expressed, among other things, her satisfaction, because through the Memorandum of Understanding signed, the possibility of establishing and developing a new cooperation is given, which allows our officers to gain access to new employment opportunities on ships flying the Montenegrin flag. He also added that this cooperation will be governed by systematic communication between the Parties in areas falling within the competence of the Ministry of Maritime Affairs, as a channel of communication is opened to consider new partnerships with Montenegro.

From the Montenegrin side, the Minister of Transport added that with the signing of this Memorandum, seafarers will have the opportunity to start working on Cyprus-flagged ships, which currently number over a thousand ships, with the highest standards of training, safety and quality of work, which makes this initiative vital for the future of the Montenegrin maritime industry.
