Regarding today's article in the newspaper Phileleftheros on the issue of recycling separately collected packaging waste from the Green Dot collective system, the Environment Department wishes to clarify the following:
Following the fire and the total destruction of the licensed ECOBALANCE waste management facility in July 2023, the Green Dot collective system requested the approval of the Environment Department for the receipt and management by the Integrated Waste Management Facility (IWMF) Kossies of the recyclable PMD packaging collected through the collective system from the districts of Nicosia, Larnaca and Famagusta.
This request arose due to the fact that there are no other licensed facilities that can receive the recyclable PMD packaging collected in the three provinces. It is noted that the only licensed unit for the collection of PMD is in Limassol, and according to its capacity it serves the districts of Limassol and Paphos.
As regards recyclable packaging paper, Green Dot has made arrangements for its collection from licensed recycling units.
Recognising the need to take immediate action following the fire, in order to continue recycling, the Environment Department has approved the emergency collection of PMD waste from the Kosia OEDA plant. The aim is to continue the mechanical sorting of the materials with the possibility of separating them and forwarding them for management to recycling plants abroad, while ensuring their safe management, taking into account the risks of fires, compared to other solutions.
The quantities of packaging waste arriving at the OEDA Kossies from the collective system are less than 10.000 tonnes per year, compared to the total quantities collected by the system, which amount to 75,000 tonnes per year (commercial and household).
It should be noted that the reference in the article to recycling 15% of the materials that end up at the Kosice waste treatment plant refers to the mixed waste that ends up at the plant. The separation rate of materials for recycling coming from Green Dot is 50-60%. This percentage is in line with the achievement of our obligations in relation to the European Directives.
According to Green Dot, packaging waste at the OEDA Kosice plant is not delivered free of charge and the collection system does not receive any revenue from the value of these materials.
Although finding permanent solutions is time-consuming, the Environment Department is in constant contact with the collective system, providing support in order to proceed immediately with the appropriate procedures, which will fully serve the achievement of the recycling targets under the European directives.
The Environment Department, as a constant supporter and long-standing promoter of recycling, makes every effort, within the scope of its competences, to maintain and strengthen the process. Its aim is to protect the environment, but also to change and consolidate the mindset that is so painstakingly being gradually developed in Cyprus.
