The Plenary of the Parliamentary Assembly of the Council of Europe (PACE) this afternoon approved by a majority, the resolution of the Rapporteur of the Assembly's Political Affairs and Democracy Committee, Mr.
The contribution of the member of the Cypriot delegation to the Committee on Political Affairs and Democracy where the issue was discussed, Mr. Piero Fassino. The contribution of Mr. George Loukaidis, Head of the Delegation and the other members of the Cypriot delegation, was of decisive importance for the positive outcome of the resolution and the inclusion of particularly important references, including in the form of amendments, which, inter alia, make clear reference to invasion and occupation and which, in their entirety, relate to the Cyprus problem and the particular issue of Famagusta. The main concern of the Cypriot MPs, apart from refuting the well-known Turkish allegations, was to highlight the dangers of Turkey's illegal actions with the partial 'opening' of the enclosed city of Famagusta and the consequences of the continuation of the present unacceptable situation for the prospects of a solution to the Cyprus problem.
The resolution as adopted refers to the need to revoke Turkey's illegal actions in the enclosed area of Famagusta, which, it is noted, are hampering the prospect of resuming talks for a solution to the Cyprus problem on the basis of the agreed UN framework for a solution providing for a bizonal bicommunal federation with one sovereignty, one international personality and one citizenship. On the issue of Famagusta, the Resolution also considers the return of the city to its legitimate inhabitants, through the implementation of UN Security Council Resolutions 550 and 789 or as part of a package of confidence-building measures, as the only feasible solution, thus strengthening efforts to reach a comprehensive solution. It further notes that Turkish claims for a "two-state" solution in Cyprus as well as Turkey's unilateral actions fall outside the agreed solution framework and calls on Turkey and the Turkish Cypriot leadership to implement the relevant UN resolutions on Famagusta and return to dialogue.
The Resolution also states that the continued division in Cyprus harms the interests of the entire Cypriot people and may, at any time, endanger stability in the Eastern Mediterranean. It reiterates the Council of Europe's principled position for the reunification of Cyprus and the achievement of a just, lasting and comprehensive settlement of the Cyprus problem that safeguards the legitimate interests of the two communities, and expresses the readiness of the Organisation to contribute in this direction.
The Resolution was adopted by a significant majority, with only Turkish MPs voting against it.
