The Council of Ministers approved yesterday, Monday, 5 August 2024, the re-launch of the "Grants Scheme for Encouraging Energy Upgrading by Local Authorities and Public Sector Entities", which was first launched in 2022.
The re-launch of the Grant Scheme has been made possible following its inclusion under the new REPowerEU Chapter of the Cyprus Recovery and Resilience Plan, with an increase in budget and corresponding funding from €9 million to €20 million.
The Grant Scheme aims to encourage the implementation of energy upgrade investments by Local Authorities (LAs) and Public Legal Entities (PBOs) and in particular the extensive energy upgrade of the existing building infrastructure of LAs and PBOs. At the same time, it contributes to the achievement of the national Renewable Energy Sources (RES) and Energy Saving (EE) obligations.
The main objective of the Plan is to achieve a reduction of primary energy consumption by at least 30% on average from all supported investments under the Plan. Specifically, for each building to be subsidized, the conversion to a Near Zero Energy Consumption Building must be achieved, while for all other investments a primary energy saving of at least 30% must be achieved.
Local Authorities, Partnerships of Local Authorities and Public Law Entities are eligible to apply. Excluded from the beneficiaries of the Scheme are entities engaged in economic activity and/or investments in infrastructure used in the exercise of economic activity. The funding rate has been set at 100% of the actual eligible costs (excluding VAT).
In addition to the budget increase, individual amendments have been adopted with the re-launch of the Grant Scheme in order to improve its efficiency.
The start date for the submission of Proposals under the new call will be announced in the near future by the RES and EE Fund Management Committee.E and will remain in force until the available budget is exhausted or committed or until 31/12/2024, whichever comes first.
The Project is funded by the Recovery and Resilience Instrument (Regulation (EU) 2021/241), under the "Rapid transition to a green economy" axis. The responsibility for the management and implementation of the Plan (implementing agency) lies with the Management Committee of the RES and EE Fund
