The Parliamentary Health Committee met today, Thursday, 3 February 2022, and discussed the following issues:

1. The Private Hospitals (Control of Establishment and Operation) (Amendment) Act, 2021.183-2021)

The Committee, in the presence of representatives of the relevant government departments, began article-by-article discussion of the above bill, the purpose of which is to amend the Private Nursing Homes (Establishment and Operation Control) Act to provide for the licensing of nursing homes which at this stage do not have a safety cabinet, but intend to provide treatments which require that preparation be performed in a safety cabinet. It should be noted that the proposed amendment also allows medical specialists to work with hospitals which are licensed with the relevant medical specialties. The Committee, taking into account all that was brought before it, decided to proceed to the placement stage and make a final decision with respect to what the bill provides for at its next meeting.

2. The Dangerous Infectious Diseases Act of 2021. (File No. 23.01.062.148-2021)

3. The Extrajudicial Offences Regulation (Amendment) Act, 2021. (File No. 23.01.062.149-2021)

The Committee, in the presence of representatives of the relevant government departments, continued the article-by-article discussion of the above two bills.

The purpose of Bill No. 2 is to establish a new legislative framework to regulate matters relating to the treatment of dangerous infectious diseases, with the ultimate aim of effectively protecting the right to life and physical integrity of citizens, on the basis of Article 7 of the Constitution.

Bill No. 3 seeks to amend the Extrajudicial Regulation of Offences Act to make it applicable in relation to an offence under the Dangerous Infectious Diseases Act when the latter is enacted into law. The Committee, having taken into account the views put before it, decided to continue the debate on the bills at its next meeting.
