[PIO] Press Release of the Parliamentary Committee on Energy, Trade, Industry and Tourism

The Parliamentary Committee on Energy, Trade, Industry and Tourism met today, Tuesday, 1 February 2022, and discussed the following issues:

1.

(Ex-officio examination following a recommendation of the Parliamentary Committee on Energy, Trade, Industry and Tourism)

In the context of the discussion of the above matter, the Committee was informed of the progress made in promoting the creation and operation of the said Technology Park. Subsequently, it examined the reasons why the initial planning of the project did not come to fruition and, after listening to all parties involved, invited the relevant ministries to study possible solutions for the better utilization of this investment. Finally, it was decided to review the matter in due course.

2.The Cyprus Precious Metals Marking Agency Budget Law of 2022.

The Commission studied the above bill, the purpose of which is to legally approve the budget of the Cyprus Precious Metals Marking Agency for the year 2022, which provides for an expenditure of €566.700 and revenues of €542,849, and resolved to forward it to the plenary session of the House for enactment.

3.The Provision and Use of Payment Services and Access to Payment Systems (Amendment) Law of 2021.

4. The Receipt and Collection of Taxes (Amendment) (No. 6) Act, 2021.

The Committee has concluded the article-by-article debate on the revised text of Bill No. 3, the purpose of which is to provide the Consumer Protection Agency with powers regarding the control and supervision of the compliance of beneficiaries with the prohibition on imposing charges for the use of a specific payment instrument.

It is noted that this proposal for a law is being discussed together with proposal for a law No. 4, the purpose of which is to increase the maximum amount of the administrative fine that may be imposed by the Tax Inspector in the event of a violation of the provisions of the Council of Ministers' decree concerning the obligation of payment recipients to accept card payment instruments for the completion of payment transactions from two thousand euros (€2,000) to four thousand euros (€4,000).

All departments concerned expressed their agreement on the aims and objectives of the legislative proposals under discussion and, therefore, the Committee decided to proceed to the positioning and final decision stage at its next meeting.

5.The Tourism and Travel Offices and Tourist Guides (Amendment) Act, 2022.

The Committee has commenced the article-by-article discussion of the above Bill, the purpose of which is, inter alia, to remove barriers to the provision of tourism services, to simplify the inspection and licensing procedures of Tourist and Travel Offices and Tour Guides, and to reduce the administrative burden on such offices. Among other things, the Committee discussed the provisions of the draft law concerning the period of validity of the licence of Tourism and Travel Agencies and Tourist Guides, the provision of the services provided for at a distance, the grounds for revoking a licence and the qualifications of the director of such agencies. In this connection, the Commission asked the Deputy Ministry of Tourism to submit a revised text, which will be discussed at the next meeting of the Commission.
