The Permanent Representative of the Russian Federation stated that the Personal Envoy of the Secretary-General, former Foreign Minister of Colombia Ms. Holguín had travelled to the island and held talks with the two sides, only to find that the parties were far from a compromise solution that could be found. She added that it is unfortunate, but the last time there was an opportunity was in 2017 in Crans-Montana, which unfortunately was lost and, since then, there has been no visible or tangible progress in the Cyprus negotiations.
She also pointed out that a hardening of positions on certain projects is emerging. At the same time, he added that the question of extending Ms. Holguín's mandate also arises, noting, however, that this is an exclusive matter for the Secretary-General because she is his Personal Envoy. She is not an Envoy to the Security Council, but neither is she a Special Representative. It is therefore up to him to make the decision.
With regard to the issue of Mr. Colin Stewart's regular briefing from UNFICYP regarding developments on the ground on the issues they are facing, he said he was not expecting anything special.
