[PIO] Permanent posts of education officials

In relation to the above issue, the Ministry of Education, Sports and Youth (MESY) informs the following:

The increasing employment of temporary teachers in school units in recent years, amounting to as much as 20 per cent of all teaching staff assigned to public schools, negatively affects the smooth implementation of educational policies, as well as the proper functioning of school units. Specifically. [*]The employment of such a large number of temporary teachers causes difficulties in the timely staffing of schools, resulting in the loss of valuable teaching time, while children, in many cases, do not know their teachers before October. [*]The absence of evaluation of temporary teachers has obvious negative effects on the learning process and the quality of teaching. [*]The constant movements of temporary teachers and their non-permanent employment cause feelings of insecurity for children and work-related stress for the teachers themselves. [/LIST]

Taking all the above into consideration, the Ministry of Education decided and recommended to the Council of Ministers (CoM), which approved the recommendation, the creation of a total of 604 additional permanent posts in all levels/directorates of education. The relevant decision of the MoS was preceded by months of consultation with educational organisations and a detailed study of the issue by the Ministry of Education.

This decision of the MoS does not impose a serious burden on the state budget, since the total additional annual expenditure does not exceed two million euros.

In addition, the decision is in line with the best practices followed in other EU member states, where the percentage of temporary teachers is much lower.

Finally, the Decision corrects any distortions in the legislation of the new appointment system (appointment lists), due to the large number of temporary/unlimited-term teachers that has arisen in recent years.
