In view of the start of the implementation of the Local Government Reform from Monday, July 1, 2024, the Department of Urban Planning and Town Planning of the Ministry of Interior informs citizens and planners that from July 1, 2024 the computerized system "IPODAMOS" will be implemented. Therefore, and as part of the actions for the modernization and digitalization of the Ministry's services, from 1 July 2024, all planning applications under the Planning and Zoning Law, will be submitted and examined only electronically, through the System, after payment of the required fees.
In addition, prior to submitting a planning application, planners must conduct a thorough review of the on Urban Planning and Spatial Planning Delegation of Powers Decree (KDP 216/2024, dated 21.02.2024). 21/6/2024), in order to select the correct Planning Authority for the type and category of development, i.e. either the five Provincial Local Authorities (LAs), or the Director of the Planning and Zoning Department, in order to avoid the possibility of submission to an incompetent Planning Authority and consequent delay in the receipt and examination of the application.
It is recalled that, from 1 July 2024, the responsibility for development permitting will be transferred from the existing planning and building authorities (Municipalities, Provincial Administrations and the Department of Planning and Zoning) to the five Provincial Authorities. To ensure a smooth transition to the new environment, the Ministry of Interior has proceeded with the recruitment and training of additional staff, as well as the implementation of a package of 22 measures, mainly aimed at simplifying the licensing system and speeding up the process of examining and issuing permits. The aim is to reduce delays and serve citizens faster and more efficiently.
