The Inter-Parliamentary Union Parliamentary Meeting of the 28th Conference of the Parties to the United Nations Convention on Climate Change (COP28) takes place today in Dubai. The meeting was co-organised by the Inter-Parliamentary Union and the Federal National Council of the United Arab Emirates.

MP Averof Neophytou, in his intervention in a panel discussion on "Beyond mitigation and adaptation: activating mechanisms for loss and damage", reaffirmed Cyprus' commitment to the objectives of the Paris Agreement, which was ratified by the House of Representatives in December 2016.

Pointing out the inadequacy of current strategies for reducing greenhouse gas emissions and adapting to climate change, Neophytou stressed that it is necessary to activate mechanisms that will not be limited to admitting the consequences of climate change, but will effectively and substantially address the losses and damages caused by it.

Neophytou referred to the challenges faced by all states as a result of extreme weather events and climate-related disasters. He pointed out that financial constraints, inadequate legal frameworks and the difficulty in addressing the multidimensional negative impacts of climate change are an obstacle to the efforts of states to provide comprehensive solutions. To move beyond mitigation and adaptation, Neophytou said, we need to focus on the practical operation of mechanisms aimed at harnessing technology, creating resilient policy frameworks and promoting international cooperation to achieve a rapid and effective response to loss and damage. To this end, he pointed out, it is necessary to establish financial instruments such as insurance mechanisms, compensation frameworks and dedicated funding sources. In conclusion, Neophytou underlined the need for a radical change in approach to tackling climate change and support for policies and initiatives that go beyond the goal of reduction and loss from natural disasters.
