The 23rd Winter Meeting of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE CSO) concluded yesterday in Vienna. Mr Kyriakos Hatzigiannis, participated in a discussion on European security and prospects for the future of the OSCE and the OSCE CSO.

He noted that two years after the start of the Russian invasion of Ukraine there is no serious prospect of ending the war or preventing its further escalation, and new security challenges are emerging with the conflict between Israel and Hamas.
In this environment of international instability, Hatzigiannis stressed, the OSCE should continue to work to restore confidence and honour the commitments of participating States. He recalled that the OSCE has served since its inception as a platform for dialogue to enhance collective security and that in order to be able to continue to contribute to conflict prevention, mediation and confidence building, it should continue to promote dialogue based on common values and commitments as derived from the Helsinki Final Act.
Referring in particular to the OSCE CSO, Hatzigiannis said that cooperation with the OSCE executive structures should be strengthened, so that the OSCE CSO is able to support the work of the Organisation more effectively, while he noted that the evaluation of the OSCE toolbox and the identification of new tools is necessary to enhance the possibilities of exercising parliamentary diplomacy, especially in times of conflict.
On the sidelines of the Winter Meeting, Mr. In his capacity as Special Representative of the Assembly for South-Eastern Europe, Hatzigiannis organised a meeting of the delegations of Albania, Bosnia-Herzegovina, Bulgaria, the Republic of North Macedonia, Greece and Croatia, during which it was agreed to organise an inter-parliamentary forum on the Western Balkans, aimed at strengthening parliamentary cooperation. For the same purpose, Hatzigiannis had separate meetings with the Permanent Representatives of Serbia and the Republic of North Macedonia to the OSCE.
