[PIO] Installation of smartmeters in 25,000 consumer premises by the Larnaca Water Supply Council

The Larnaca Water Supply Council (SYL) is expected to install 25,000 smart meters in its consumers' premises in the near future, as part of its efforts to adopt smart technologies to improve its efficiency and effectiveness.

Specifically, under the Cyprus Recovery and Resilience Plan (CRP), SYL has committed to implement actions related to the implementation of smart technologies and the digitalisation of the organisation in order to enhance its operational and energy efficiency.

Among other things, SYL will proceed with the installation and operation of a smart meter system by June 2026, with the replacement of 25.000 domestic water meters in consumers' premises with new smart water meters, which will be able to record and send the hourly water consumption of the premises once a day to a special monitoring platform.

The proposed project is particularly important for SYL since it will be possible to calculate the water balance of the areas that will have smart meters on a daily basis, to detect leaks in the distribution network in time and to better manage the network resulting in a reduction of unmetered water. In addition, data from the smart meters, as well as data from all existing and future intelligent systems of SYL will be transferred to a "Digital Twin", a computer model representing the real system, which will be developed by the Research and Innovation Centre "Coios" of the University of Cyprus, in order to enhance SYL's decision-making capacity, as well as for early detection and management of problems.

At the same time, the project will bring significant benefits to consumers, including the ability to monitor water consumption in their premises through a web-based platform and reduce the likelihood of paying increased tariffs due to the early detection of leaks in their premises.

The budget of the specific investment amounts to €5 million, of which €3.25 million will be financed by the CSA. The system will be operational for at least six years after its installation. Due to the high cost of installing this system, these smart meters will be installed in areas of the SYL that have high unpriced water, in particular the areas of the Municipalities of Aradippou and Livadia, as well as in areas of high commercial activity and high consumption. At a later stage SYL is planning the installation of smart meters throughout its area of competence.
