[PIO] Exemption from mandatory SafePass possession check for people who are not recommended to be vaccinated for medical reasons

Based on the COVID-19 pandemic containment measure for mandatory SafePass possession through the CovScan Cyprus application for the entry of citizens to controlled entry areas, the Council of Ministers approved on 13 December a proposal by the Ministry of Health to exempt the acquisition of a European Digital Certificate for a category of citizens.

Specifically, the exemption concerns individuals who are proven for medical reasons, based on scientific knowledge and criteria for non-vaccination, and following a decision of a Medical Council, it is not recommended to be vaccinated.

Citizens who fall into the above category should apply by duly completing the relevant form and sending it to vacexceptcertification@mphs.moh.gov.cy, attaching all the necessary documents mentioned therein. Please note that it is necessary to provide a medical certificate from a Medical Officer of the specialty relevant to the medical reason invoked by the applicant. This procedure has already been applied since August 2021 for the issuance of a certificate exceptionally providing the possibility of free antigen rapid test for COVID-19 disease to a person who for medical reasons is not recommended to be vaccinated.

In order to examine the above applications and to ensure uniform, documented and equal treatment of all cases, the Ministry of Health, in cooperation with the Pancyprian Medical Association, has set up a committee consisting of Medical Officers of various specialties.

Applications that are not properly completed or are not accompanied by the necessary supporting documents will be returned and there will be a delay in their evaluation by the Committee.

It is stressed that persons securing the mentioned exemption will have to show the special card issued to them by the Ministry of Health, and at the same time the negative result of a Rapid laboratory test or PCR test that will be carried out on a weekly basis. The rapid antigen test at the sampling points of the Ministry of Health and the PCR test at the Public Health Clinics by appointment through the Coordination of Public Health Clinics, telephone 22523462, daily 8:00-13:00, will be provided free of charge.
