[PIO] Announcement of the Ministry of Defence

The Council of Ministers at today's meeting approved the proposal of the Minister of Defence to modernise the institution of Contracted Soldiers (SYOP) of the National Guard (NF) and upgrade their employment conditions.

In order to upgrade the institution to make it viable and attractive, the Ministry of Defence held a number of meetings with the Ministry of Finance, at the highest level, with the latter chaired by the President of the Republic.

Among other things, the Council of Ministers decided the following:

1. SYOs will be recruited for service for a total period of ten (10) years, with successive contracts from one (1) to three (3) years, following a selection process involving a written examination. The salary scale for recruitment will be Scale A2, with a corresponding increment for each year of service. SYOs will be granted a special allowance of EUR 100 for each month of service. For SYOs serving in selected parts of the NF, the monthly allowance shall be set at EUR 200.

2. A number of SYOPs will be allowed to serve until the 57th year of age like other non-commissioned officers of the National Guard, provided that they are successful in a selection process to join with upgraded pay after completing ten (10) years of service. The pay scale in which successful SYOs will be placed will be the same as the pay scale for Pay Scales A2-A5-A7(ii)

3. The termination of service of SYOs already serving shall remain unchanged i.e. till they attain the age of 42 years. Their pay scale will be upgraded from the equivalent of Scale A1 who are in Scale A2 and will be granted monthly allowance as mentioned above. Number of SYOs may, after completion of 10 years of service and provided they pass the requisite selection process, which will include a written examination, be placed on the pay scale at the respective levels of Scales A2-A5-A7 (ii).

4. The arrangements relating to SYOs already serving shall take effect from 1 July 2024.

5. Advertisement for recruitment of SYOs will be made on completion of the formulation of the regulatory framework.
