[PIO] Announcement of the Independent Authority against Corruption regarding the implementation of all provisions of the legislation on lobbying

All provisions of the Law on lobbying (in the Transparency in Public Decision-Making Procedures Law 20(I)/2022) shall enter into force on 1 March 2024

[*](I)/2022) ("the Law") establishes the Independent Authority against Corruption ("the Authority") as responsible for implementing the provisions of the Law. [*]The purpose of the Law is to establish a framework for establishing and consolidating transparency in public decision-making processes, in order to prevent the creation of conditions that allow or facilitate the incubation of acts of corruption. [*]The Law imposes obligations both on representatives of special interest groups who intend to engage in public decision-making processes ("lobbyists") and on officials or members of the state service or the wider public sector and employees for the benefit of officials ("officials") who, by virtue of their position, take part in the above-mentioned processes. [*]The Authority has decided to give full effect to all the provisions of the Act, progressively in the manner described in its Notice dated 14/11/23, whereby, as of Monday 27 November 2023, the Authority began accepting applications for registration in the Register of Registration ("Register") which are being considered in accordance with the information provided in the website of the Authority and includes an Explanatory Note together with the Application for Registration Forms for the purposes of establishing the Register. [*]At the above stage, it was emphasised that, the procedures would be for the purpose of establishing the Register and that the obligations of lobbyists would not apply as they are intertwined with the obligations of officers. [*]The Authority will be ready to post the Register of registered lobbyists on its website around 26 February 2024. [*]All provisions of the Act will become effective on March 1, 2024, at which time all obligations of both officers and lobbyists will be implemented simultaneously. [*]In the period between now and the entry into force of the Act, the Authority urges persons intending to become involved in public decision-making processes to ensure that they are previously registered in the Register. [*]Before the date of application of the provisions of the Law, all the Useful Forms (L 01 - L 12), the use of which is required for the purposes of application of the provisions of the Law by the parties involved, will be posted on the Authority's website. [*]For the correct application as well as the best interpretation of the Law, the Authority will send Circulars to Officers and Lobbyists, which are intended to highlight their rights, obligations and actions, respectively, and will post these Circulars on its website.
