Replacement of Volumetric Type Automatics used as

central protective devices in electrical installations of substations

The Department of Electromechanical Services (E.M.S.), as the competent department for the implementation of the provisions of the Electricity Law, informs the owners and users of electrical installations of sub-stations, which have as a central protective device at the starting point of the electrical installation of the sub-station an automatic voltmeter type (Voltage Operated Earth Leakage Circuit Breaker), that these devices are of a very old type and are not considered today as the devices that provide maximum protection against electric shock and protection against fires caused by damage to the earth.

In order to reduce the increased degree of risk, in relation to electrocution of users and to protect their property from fire in the electrical installations under reference, as well as their compliance with the existing legislative provisions, the Department of H.M.Y., considers it imperative to urge all affected owners and/or users who have installed in their premises the central protective devices under reference, to proceed to their replacement with devices of amperometric type. It is noted that in cases of buildings where there is more than one such automatic device installed in the electricity meter room, e.g. apartment buildings, the replacement should be carried out in total.

The Department of Electricity, in order to reduce the overall cost of replacing the mentioned automatic devices for the benefit of the affected citizens, has agreed with the Cyprus Electricity Authority (CEC) to provide the necessary services and facilities for the supervision and control of the replacement process, without imposing any charges for the replacement of such devices.

Also any services required to be provided by the Department of Electricity for this purpose will also be free of charge. It is emphasized, however, that the free contribution of both the AEC and the EMS Department will apply to those who replace their voltmeter type automatics until June 30, 2024.

It is noted that for the replacement of the automatics under reference, the EMS Department, in cooperation and consultation with the AEC, has established a specific procedure to be followed by licensed electricians for electrical contracting. The procedure is posted on the Department's website, under Informational Material/ the Electricity Law/ Newsletter 3/2022.

It is emphasized that the cost for the supply and installation of new automation is the responsibility of the facility owner.
