The Cyprus School of Magistrates, in cooperation with the Office of the Commissioner for Administration, in its capacity as the National Independent Human Rights Authority, successfully organised on 12 February a training seminar on "The Use of the Charter of Fundamental Rights of the European Union".
The speakers at the seminar were Mr. Bostjan Zalar, Senior High Court Judge at the Administrative Court of Slovenia and ad hoc Judge at the European Court of Human Rights and Ms. Athina Giannakoula, postdoctoral researcher at the Law School of the Aristotle University of Thessaloniki and lecturer at the National School of Judicial Officers.
During their presentation, the speakers emphasized issues concerning the use of the Charter in national courts, the use of Article 47(2) of the Charter on the right to a hearing and the rights of suspects and accused persons in criminal proceedings under European Union law. The methodological aspects of the use of Article 24(2) of the Charter in relation to various European Union Directives and Regulations were also presented, and the impact of the Charter on Mutual Trust and Mutual Recognition Instruments in Criminal Matters and the Dublin III Regulation was explained.
Participants had the opportunity to take part in a group exercise and a plenary discussion.
The new Director of the School of Magistrates, Ms Rea Limnatitou, and the Commissioner for Administration and Protection of Human Rights, Ms Maria Stylianou-Lottidi, addressed the participants. The seminar was attended by Judges of the newly established Court of Appeal, first instance Judges and Legal Officers of the Supreme Constitutional Court and the Supreme Court.
