[PIO] Announcement from the Legislative Commissioner's Office regarding the draft law "On the Prevention and Combating of Sexual Abuse".

The Commissioner for Legislation welcomes the announcement by the Deputy Ministry of Social Welfare on the launch of the public consultation on the draft bill entitled "The Prevention and Combating of Sexual Abuse and Sexual Exploitation of Children and Child Pornography (Amendment) Act, 2024", on the e-Consultation online platform.

This is in fact the first major amendment to the basic law, ten years after it was passed in 2014. The Bill introduces substantive provisions that address new requirements and needs that exist, while addressing certain gaps in relation to offences and procedures, always keeping in mind the protection and best interests of child victims, as well as the prevention and protection of other potential victims, and the effective supervision of convicted offenders who are released from prison.

The text includes the recommendations of the State Ministry of Social Welfare, the Social Welfare Services, the Authority for the Supervision of Persons Convicted of Sexual Offences against Minors, the Police and the "VOICE" Council, which is responsible for coordinating all actions to prevent and combat sexual abuse and exploitation of children, and child pornography.

The role of drafting the bill was undertaken, in consultation and cooperation with the competent Deputy Ministry of Social Welfare and the Ministry of Justice and Public Order, by the Commissioner for Legislation and the former President of the "VOICE" Council, Mrs. Anastasia Papadopoulou, who were the authors of the basic law. The contribution of the Legal Service of the Republic, as well as the views sent by the Commissioner for the Protection of Children's Rights and the Ministry of Education, Sports and Youth were particularly important in the drafting of the project.

The Commissioner for Legislation thanks all those who contributed to the drafting of the bill, which aims to protect children from the serious offences dealt with by this Law.

At the end of the consultation, the Bill will be forwarded to the Legal Service for the necessary legislative review and later to the Council of Ministers for its approval and further forwarding to the House of Representatives.
