[PIO] Announcement by the Ministry of Justice and Public Order on the European Commission's Rule of Law Report

Despite the known and existing problems in the administration of justice, the Ministry of Justice and Public Order welcomes the content of the European Commission's 2024 Rule of Law Report, Country Chapter on the Rule of Law situation in Cyprus, regarding the justice system.

The European Commission, in its recently issued report, acknowledges the significant reform of the judicial system with the establishment of new courts, the adoption of new rules of civil procedure, as well as other ongoing reforms, such as the strengthening of alternative dispute resolution. The European Commission also sees as positive developments the use of distance hearings to facilitate the participation of children in court proceedings and plans to publish court decisions online.

The European Commission's report makes particular reference to the rapid pace of processing the backlog of pending cases in the courts, a project funded by the European Union's (EU) National Recovery and Resilience Plan (NRP), which is yielding positive results. In fact, according to the report, based on information from the Reform Department of the Supreme Court, the objectives of the National Recovery Plan have already been met and exceeded. Also noteworthy is the significant reduction in the time taken to hear civil and commercial cases in the courts of first instance.

At the same time, of course, there is, according to the European Commission's report, a slow pace of digitisation of the judiciary and difficulties in recruiting new judges and support staff.

Bearing all the above in mind, the Ministry of Justice and Public Order takes this opportunity to stress its commitment to the effort to complete the reform of the courts by implementing all the actions of the reform in order to deliver [A] justice system worthy of the expectations of the citizen.
