With regard to the Reports of the United Nations Secretary-General to the Security Council on his Good Offices and the Peacekeeping Force (UNFICYP), the Ministry of Foreign Affairs wishes to point out the following:
The Ministry of Foreign Affairs positively appreciates the Secretary-General's commitment to the need to make progress towards the launch of a meaningful and targeted negotiation process aimed at a settlement of the Cyprus problem.
In this context, it is the Secretary General's observation that, despite the importance of the Technical Committees and the positive impact of the Confidence Building Measures (CBMs), only the achievement of substantial progress towards the resumption of negotiations towards a mutually acceptable settlement can provide an assurance to the Cypriots and the international community of a shared and peaceful future in Cyprus.
It is important to note that, in this context, the Secretary-General continues to be guided by the Security Council resolutions, which set out the United Nations parameters for a bizonal bicommunal federation solution.
With regard to the situation in the buffer zone, the reports note the violations by the Turkish occupying forces. In particular, a number of violations are noted in Pyla, the area of occupied Famagusta, Strovilia and the wider Nicosia area.
Nevertheless, the standard approach of keeping equal distances and attributing equal responsibility to both sides leads in several cases to a non-objective recording of the situation on the ground and, in any case, fails to give a picture of the ongoing Turkish occupation and violation, since 1974, of the territorial integrity of the Republic of Cyprus.
Similarly, references to humanitarian issues, such as the living conditions of the stranded and the issue of the missing persons, remain, unfortunately, understated, largely downplaying the real situation and the responsibilities of Turkey as an occupying power.
The Republic of Cyprus remains committed to the big picture and is making every possible effort, in cooperation with the United Nations Secretary-General and his Personal Envoy, to create prospects for a return to talks in order to achieve the removal of the fait accompli of the invasion, with the reunification of Cyprus and its people on the basis of the relevant United Nations (UN) Security Council Resolutions.
