The World Customs Organization's (WCO) motto for the year 2024 is "Customs' commitment to strengthen cooperation with their Traditional Partners and forge new partnerships". The motto will be officially launched on World Customs Day on 26 January 2024 and is a call to WCO Member States to reassess their strategic partnerships, both by deepening their existing partnerships and by forging new alliances and enriching them in a constantly evolving global landscape.
The world in which Customs administrations operate today is significantly different from what it was a decade ago. They face new challenges including, but not limited to, technological revolutions, environmental and health crises as well as complex geopolitical changes. These challenges require not only a response but a proactive approach by Customs administrations worldwide.
This year's theme is more than a statement. It is a roadmap for action that challenges thinking beyond the traditional realm and embraces new possibilities. Doing so ensures that Customs administrations remain at the forefront of global trade facilitation and security.
Key proposals for action:
1. Strengthen cooperation with Traditional Partners: Member States are invited to strengthen their established relationships, ensuring that they remain strong, relevant and mutually beneficial. This implies a deeper understanding and appreciation of the evolving needs and expectations of their traditional partners.
2. Forging new partnerships: Actively seek out and build connections with non-traditional partners. This could include, among others, financial institutions, environmental organisations, non-governmental organisations and academic institutions. These new alliances will bring new perspectives and innovative solutions to the challenges that Customs administrations face.
3. Collaboration with a purpose: Confirm that all partnerships are aligned with the broader mission and values of Customs administrations and have a clear link to the benefits to be derived from them. Each should be thoroughly assessed for its own effectiveness in promoting trade facilitation, border security and global supply chain resilience, ensuring strategic alignment with our key objectives.
4. Accepting diversity and engagement: Includes a broad range of views and perspectives, ensuring that Customs administrations' strategies are holistic and fully reflect the global community they serve
5. Evaluate impact and adjust strategies: Regularly assess the impact of Customs administrations' partnerships and adjust their strategies where necessary. This dynamic approach ensures that Customs administrations' commitments remain effective and relevant.
6. Leveraging data technology: using advanced technologies and data analytics to better understand and engage with stakeholders. This approach gives the ability to respond directly and effectively to Customs administrations' collaborations.
