A meeting was held on 14 February 2024, chaired by the Minister of Justice and Public Order, Mr. The second meeting of the seven-member Advisory Committee, which was appointed in October 2023 with a mandate to monitor and evaluate the progress of the implementation of measures to prevent and address fan violence, and to make recommendations for their further strengthening and enrichment.

During the meeting, all members of the Commission agreed on the need for the immediate implementation of all improvement projects and technological upgrades of security systems at all stages, in accordance with the provisions of the existing legislation and in such a way that the fan card, which is recognised by all as a very useful tool, becomes fully operational. It was acknowledged that the cost of implementing the projects is an obstacle for stadium owners/managers, but in any case, solutions should be found on the basis of specific timetables.

With regard to organised and genuine fans, it was recognised that they have an important role to play in shaping a safe and secure framework for the conduct of football matches and sporting events, on the basis of good practices followed abroad.

Finally, the Committee members welcomed the decision of the CFC to codify the penalties provided for in its Disciplinary Regulations, as well as the need for their strict and uniform application by the Sports Judge and, more generally, welcomed the determination of the State to deal immediately and effectively with the phenomena of fan violence.
